RASHTRIYA SAM VIKAS YOJNA

Background

The main objectives of the scheme are to address the problems of low agricultural productivity, unemployment and to fill critical gaps in physical and social infrastructure and to reduce the inequalities in the levels of development. Therefore, it has become imperative to bring about a sustainable increase in both economic growth and incomes of the regions that are lagging behind and also reduce poverty and unemployment. Pursuant to this, the Planning Commission, Govt. of India has introduced a new scheme “Rashtriya Sam Vikas Yojana” in 132 identified backward districts of the country.

Coverage of Scheme in HP

The Planning Commission had identified two districts namely Chamba & Sirmour of Himachal Pradesh on the basis of their incidence of poverty and level of other objective Socio-Economic indicators. The Planning Commission, Government of India has approved to cover both these districts under RSVY on the recommendation of State Government.

Year of Coverage & Approval of Plan

District Chamba and Sirmour have been included under RSVY from the financial year i.e. 2003-04 and 2004-05 respectively. Planning Commission will provide an ACA of Rs. 15.00 Crore for each district per annum for a total period of three years. District Plan is required to be submitted to the Planning Commission after the approval of State Level Steering Committee (SLSC) and Planning Commission releases the funds after the Draft District Plan is received and approved by the Planning Commission.

Monitoring Mechanism

The State Government has notified the State Level Steering Committee (SLSC) and District Level Monitoring Committee (DLMC) for the effective implementation and proper review and monitoring of this scheme at state and district level. All the MLAs of the concerned district are the member of District Level Monitoring Committee (DLMC).

Releases of Resources

Total funds amounting to Rs. 45.00 crore per district in three years (Rs. 15.00 crore per annum per district) for district Chamba and Sirmour has already been received from GOI and same has been made available to both the districts under RSVY. The RSVY was earlier implemented by Planning Commission, GOI but the programme has been handed over to Ministry of Panchayati Raj, GOI during the year 2007-08 and replaced by Backward Regions Grant Fund (BRGF). The programme is being looked after by Ministry of Panchayati Raj at National Level and Department of Panchayati Raj at State Level.
